After multiple attempts at a comprehensive plan to repeal and replace Obamacare, the skinny repeal was created by Senate Republicans to remove health coverage for Americans with BMIs < 18. Unfortunately, this didn't pass too due to a dramatic "No" by John McCain. Given the obesity epidemic in the United States, the skinny repeat would have effected real change anyway.
