After multiple attempts at a comprehensive plan to repeal and replace Obamacare, the skinny repeal was created by Senate Republicans to remove health coverage for Americans with BMIs < 18. Unfortunately, this didn't pass too due to a dramatic "No" by John McCain. It was moot. Given the obesity epidemic in the United States, the skinny repeal would have effected real change anyway. It's an obesity repeal that's really needed.
